Information about the Personal Access Code (PAC) and how to use it

What is a PAC

Personal Access Code (PAC) is a code generated by you in the My Health Record system and that you will give to your Nominated Representative and/or Full Access Nominated Representative to access your My Health Record.

A PAC expires after 30 days of being generated and can only be used once. You can regenerate a code if the appointed Nominated Representative or Full Access Nominated Representative has not used the PAC to access your record before the expiry date.

You will need to generate a PAC every time you appoint a Nominated Representative or a Full Access Nominated Representative to your record.

How to generate a PAC

After you register and set up online access to your My Health Record you can generate a PAC to your Nominated Representative and/or Full Access Nominated Representative by following these steps:
    1. Visit myhealthrecord.gov.au, click Login
    2. You will be redirected to my.gov.au
    3. Sign In to your myGov account
    4. On the welcome page click on the My Health Record logo within the my linked services section
    5. You will be redirected to myhealthrecord.gov.au
    6. Click Open Your My Health Record
    7. Click Restricted Settings
    8. Click Personal Controls
    9. Go to Individual Access and then click Edit or view more information
    10. Click Appoint a Nominated Representative
    11. Read the information and click Continue
    12. Enter the Name of your Nominated Representative, select the Nominated Representative Access Level (general, restricted or full access) and click Continue

      Note: the differentiations between general, restricted and full access levels are:
      • general access: the appointed Nominated Representative will have read access to your record and general documents
      • restricted access: the appointed Nominated Representative will have read access to your record and both your general and restricted documents
      • full access: by appointing someone as your Full Access Nominated Representative you are allowing both read and write level access to your record. A Full Access Nominated Representative will be able to make updates to your My Health Record.
    13. The screen displays the Name of your Nominated Representative, the generated Personal Access Code (PAC) and the PAC expiry date. We recommend you to print or write the code down and give it to you Nominated Representative. Click Continue
    14. The screen displays the status of your current and pending Nominated Representatives. In the Pending Nominated Representatives’ section you have the option to Regenerate Code, Remove a Nominated Representative or Manage Representative access level.
    Note that by clicking on Manage Representative access level you can only change the status of a Nominated Representative from general to restricted access and vice-versa. If you want to change your appointed Nominated Representative from general or restricted to full access and vice-versa you will have to click on Remove the Nominated Representative, enter their details, select their access level and generate a new PAC.

How to use a PAC if you have a My Health Record

If you have a My Health Record and received a PAC to become a Nominated Representative or Full Access Nominated Representative of another person, you will be granted access to the person’s My Health Record by following these steps:
    1. Visit myhealthrecord.gov.au, click Login
    2. You will be redirected to my.gov.au
    3. Sign In to your myGov account
    4. On the welcome page click on the My Health Record logo within the my linked services section
    5. You will be redirected to myhealthrecord.gov.au
    6. Click on Create or Access a My Health Record for Someone Else link
    7. Click on Enter a Code to Access Someone Else’s My Health Record
    8. Enter the PAC you received from the person whose My Health Record you want to access on the Identity Verification Code or Personal Access Code field, enter the Last Name and the Date of Birth of the person’s whose My Health Record you want to access. After reading the Participant Information section tick the I agree box and click on Continue.
    9. You will be granted access to the person who generated the PAC and appointed you as Nominated Representative or Full Access Nominated Representative. After this process, the person’s name and age will be included on your My Health Record’s My Home and to access it you will just need to click on it.

How to use a PAC if you do not have a My Health Record

The fact you opted to not have a My Health Record does not impede you being appointed as a Nominated Representative or Full Access Nominated Representative of another person. However, you will need to have a myGov account to be able to log into the My Health Record system.

If you are a Full Access Nominated Representative you will need to have your identity verified before being granted access to another person’s My Health Record for the first time.

If you are a Nominated Representative you will not need to have your identity verified.

Details about these requirements:
  • myGov account: you will have to log in to your myGov account and link it to the My Health Record system. If you do not have a myGov account, you will need to go to my.gov.au and create one. This will involve setting a password, some secret questions and agreeing to the myGov terms and conditions.
    If you have previously registered to access your Government online services through australia.gov.au, your account will be automatically converted to a myGov account and you will be able to use your existing username and password.
  • Identity verification process: because health records can contain sensitive personal information, if you are a Full Access Nominated Representative you will need to have your identity verified when accessing another person’s My Health Record for the first time. The identity verification process requires you to answer questions such as:
      • your current Medicare card, DVA number of IHI number
      • your address as recorded by Medicare
      • your BSB and bank account number into which you have asked Medicare to pay benefits directly
      • information about your last doctor’s visit for which a Medicare claim was made.
    If you do not know the answer to a question, skip that question and try the next one. You just have to answer correctly enough questions, so we can verify that you are who you say you are.

Steps to access another person’s My Health Record using a PAC:

    1. Visit my.gov.au and Sign In to your myGov account
    2. Click Services
    3. On the My Health Record system click Link
    4. You will be redirected to myhealthrecord.gov.au
    5. Read the information and click Start process
    6. Read the Essential information page and click I have read the essential information
    7. You will be redirected to my.gov.au
    8. On the blue square at the right of your screen titled Do you have a My Health Record code? click on the link Enter your My Health Record here
    9. You will be redirected to myhealthrecord.gov.au
    10. On the grey square at the right of your screen titled Do you have a Personal Access Code? click on the Enter my code button
    11. Enter the PAC you received from the person who's My Health Record you want to access on the Identity Verification Code or Personal Access Code field, followed by the person’s Last Name and the Date of Birth. Read the Participant Information section’s information, click on I agree box and click on Continue.
    12. If you are a Nominated Representative you will be granted access to the My Health Record of the person who generated the PAC and appointed you as Nominated Representative.

      If you are a Full Access Nominated Representative a new box will appear on your screen titled Identity is Unverified. Click on the link Online Identity Verification to go through the identity verification process.
    13. After you completed the identity verification process you will be granted access to the My Health Record of the person who generated the PAC and appointed you as Full Access Nominated Representative.
    To access the person’s My Health Record in the future you will need to Sign In your myGov account and click on the My Health Record system logo within the my linked services section.
