Contracted Service Provider Registration

If your organisation will provide IT services or health information management services relating to the My Health Record system to a healthcare provider organisation and will interact with the My Health Record system using your identity on behalf of the registered healthcare provider organisation, your organisation needs to register to participate as a Contracted Service Provider (CSP).

There are 4 steps to follow to enable you to start participating in the My Health Record system:

1. Prepare

The My Health Record system uses information recorded in the Healthcare Identifiers Service (HI Service) to register organisations and individuals. To register as a CSP in the My Health Record system, your organisation must first be registered with the HI Service as a CSP. If you are not already registered with the HI Service, you can apply at the same time that you apply to register with the My Health Record system.

To enable you to access the My Health Record system securely, you will also need to apply for a National Authentication Service for Health (NASH) PKI certificate. You can apply for your NASH PKI certificate at the same time as you apply to register with the My Health Record system.

Your organisation cannot access the My Health Record system until it has entered into a contract with a registered healthcare provider organisation and they have notified the System Operator that you are authorised to access the My Health Record system on their behalf.

2. Register

Steps to register as a CSP organisation in the My Health Record system

  1. Print the Application to register a contracted service provider organisation
    • complete Part A and Part B (HI Service) if your organisation is not already registered in the HI Service
    • complete Part C (PCEHR) to register as a CSP organisation in the My Health Record system
    • complete Part D to apply for a NASH PKI certificate in order to access the My Health Record system
  2. Complete and sign the Participation agreement for contracted service provider.
  3. Submit the forms (with any necessary supporting documentation) to the return address on the application form.
  4. When your application has been processed and your organisation has been registered, a confirmation letter will be sent to your organisation. You will be issued with a CSP registration number and a NASH PKI certificate (if sought).

3. Link

Once you have entered into a contract with a registered healthcare provider organisation to provide IT services or health information management services relating to the My Health Record system, the registered healthcare provider organisation must notify the My Health Record System Operator that your organisation is authorised to act on its behalf in the My Health Record system. In order to access the HI Service a separate link needs to be established with the HI Service Operator following these same steps.
  1. Provide your CSP registration number to the registered healthcare provider organisation that you are contracted to provide IT services or health information management services for.

  2. The Responsible Officer of registered healthcare provider organisation can log in to the Health Professional Online Services (HPOS) page and link your CSP organisation to their organisation.
  3. Unless linked through HPOS, a letter will be sent to the registered healthcare provider organisation confirming that your CSP organisation has been linked to the organisation and that your CSP organisation can act on its behalf for My Health Record system purposes.

4. Access

Access the My Health Record system using PCEHR conformant software

The software your CSP organisation uses to access the My Health Record system must be PCEHR conformant.

  1. Ensure that the software that you are using has passed the Notice of Connection (NOC) and the Compliance Conformance and Accreditation (CCA) requirements.
  2. Install the NASH PKI certificate on your organisation’s IT system.
  3. Begin accessing the My Health Record system on behalf of a registered healthcare provider organisation.
